Ambassador Cai Run Delivers a Speech at the College of Europe

On September 30, 2025, Ambassador Cai Run, Head of the Chinese Mission to the EU, delivered a speech at the College of Europe. The event was presided over by Federica Mogherini, Rector of the College of Europe and former High Representative of the European Union for Foreign and Security Policy. Approximately 150 diplomats and students from EU member states and relevant countries attended the event.

Ambassador Cai outlined the development achievements of the People's Republic of China over the past 76 years, especially since the launch of the reform and opening up. He stressed that under the strong leadership of the Communist Party of China (CPC), the country has found a path of development that suits its national conditions—the path of socialism with Chinese characteristics. He then elaborated on China's independent foreign policy of peace, highlighting the theoretical and practical innovations in its diplomacy since the 18th National Congress of the CPC. Ambassador Cai also expounded on the profound implications and significance of the Global Governance Initiative recently proposed by President Xi Jinping. Reviewing the 50-year history of China-EU relations, he emphasized that China and the EU need to uphold mutual respect to reinforce China-EU partnership, pursue openness and cooperation while properly managing differences, and practice multilateralism, and jointly uphold the international rules and order.

Ambassador Cai's speech received a warm response, with participants actively engaging in questions and discussions in an open and lively atmosphere. Rector Mogherini thanked Ambassador Cai for his address, noting that dialogue serves as the foundation of mutual understanding and a bridge for advancing China-EU relations. She affirmed the commitment of the College of Europe to continuing its active role in this regard.

During the event, Ambassador Cai presented Rector Mogherini and the College of Europe with volumes I to V of The Governance of China by President Xi Jinping, as well as books introducing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and Chinese modernization. He also visited the College's "China Library" and other facilities.
