Spokesperson of the Chinese Mission to the EU Speaks on a Question Concerning European Parliament’s Resolution on Hong Kong

Q: On April 25, the European Parliament during the plenary session passed a resolution, claiming that the adoption of the Safeguarding National Security Ordinance in Hong Kong SAR infringes basic freedoms and liberties of citizens. The resolution asserted that the ordinance impacts the work of European organizations and citizens in Hong Kong, and also highlighted several judicial cases. What is China’s comment?

A: In disregard of facts, the resolution adopted by the European Parliament constitutes a gross interference in China’s internal affairs and represents another political show. We strongly deplore and oppose this resolution.

Security is the foundation for development, and the rule of law is the cornerstone of prosperity. The Safeguarding National Security Ordinance of Hong Kong SAR is designed to take into account the needs for safeguarding national security, individual rights and freedoms, and promoting economic development. Drawing on the best practices from around the world, particularly common law jurisdictions, it maintains a balance between security and economic prosperity. With the national security legislation, the rights and freedoms of Hong Kong residents are effectively protected, resulting in a greater sense of achievement, well-being, and security. The secure, stable, and efficient legal system allows legitimate business practices of foreign institutions, organizations and personnel as well as international exchanges to flourish in Hong Kong, solidifying Hong Kong’s position as a global financial, shipping and trading center. Unquestionably, Hong Kong is experiencing a period of exceptional economic development and the city’s future will be ever brighter. No matter how hard anti-China politicians in the European Parliament try to tarnish China’s reputation, they cannot alter these undeniable facts nor divert Hong Kong from its path towards achieving higher-quality development and greater openness.

It needs to be emphasized that Hong Kong is law-based society where laws must be observed and law-breaking actions must be held accountable. No one should justify law-breaking acts under the pretext of democracy and freedom. And anyone who breaks the law will be brought to justice.

I want to stress that Hong Kong is China’s Hong Kong and Hong Kong’s affairs are purely China’s internal affairs. The Chinese government is determined in safeguarding national sovereignty, security and development interests, in implementing the principle of “One Country, Two Systems” and in opposing any external interference in Hong Kong’s affairs. We firmly oppose any external interference in Hong Kong affairs. We strongly urge the European Parliament to respect China’s sovereignty and Hong Kong’s rule of law, and follow the principles of international law and the basic norms governing international relations. We urge the European Parliament to immediately stop interfering in Hong Kong affairs which are internal affairs of China.
